This .zip file contains a single .dll file, which needs to be installed in the plugin directory for your Winamp player. Unless you changed the default installation location when you installed Winamp, this should be:
C:\Program Files\Winamp\Plugins
Extract this .dll file into this directory, then you should be able to load .ogg Ogg Vorbis files from within Winamp. Double-clicking on the .ogg file will not automatically load it, however, but will bring up a list of programs to open it with. Scroll down to "Winamp", select it, make sure the "Always use this program to open this type of file" box is checked, and Winamp will now automatically open and play .ogg Ogg Vorbis files by double-clicking.
